What is EPR (Extended Producer Responsibility)?
EPR requires sellers to take financial responsibility for the entire lifecycle of their products — from production to disposal and recycling. Each EU country has its own EPR scheme. If you sell into Germany, France, Italy, Spain, or Sweden, you likely need EPR registration.

Germany LUCID Registration
Germany requires all sellers to register with the LUCID packaging register (Verpackungsgesetz). Steps: (1) Register at lucid.de (free), (2) Contract a recycling scheme (e.g., Interseroh, Reclay — €50-200/year), (3) Submit packaging volumes by March 15 each year.
What is GPSR (General Product Safety Regulation)?
Effective December 2024, GPSR requires every consumer product sold in the EU to have an EU Responsible Person — an entity established in the EU that can be contacted about product safety issues. This applies to ALL non-food consumer products, including clothing, accessories, and electronics.
GPSR Requirements
- EU Responsible Person: Your legal representative in the EU. Can be yourself (if EU-based), a fulfillment provider, or a service company (€200-500/year).
- Product labeling: Labels must include manufacturer name, EU address, batch number, and warnings in local languages.
- Technical documentation: Product description, safety assessment, test reports, and CE declaration.
- Amazon compliance: Amazon will block listings without GPSR compliance. Submit documentation via Seller Central Compliance portal.
EPR + GPSR Combined Compliance Costs

| LUCID registration (DE) | €0 | €100-500 (recycling fee) |

| Label redesign | €200-1,000 | — |

| Total (typical apparel seller) | €700-4,000 | €350-1,300/year |
Common Mistakes
- Assuming Amazon handles it: Amazon only checks compliance — they don't register for you.
- Ignoring packaging EPR: Even if you sell digital goods, the packaging you ship in requires EPR registration.
- No EU address on product: Amazon now checks for manufacturer EU address in listings. Products without it are removed.
- Using a fake Responsible Person: Non-compliance is detected quickly. Fines range from €5,000 to €300,000 per product line.
