Amazon Pan-EU (Pan-European) FBA is a fulfillment service that allows sellers to store inventory in multiple European Amazon fulfillment centers. When you use Pan-EU, Amazon automatically distributes your stock across Germany, France, Italy, Spain, Netherlands, Poland, and Sweden. This means customers in each country get domestic delivery speeds and rates, without cross-border surcharges.
EFN lets you store inventory in just one European country and fulfill orders across all EU marketplaces from that single location. While this simplifies logistics and VAT compliance, Amazon charges a cross-border fulfillment surcharge on top of the local fulfillment fee.

The Pan-EU and EFN fees on this page are the fulfilment cost once your stock is already inside the EU. Getting it there is a separate bill — and it only arises when the goods come from outside the EU. From 1 July 2026 the EU removed the €150 duty exemption: every B2C consignment below €150 shipped from outside the EU to a consumer in the EU now carries a flat €3 customs duty per item / tariff line declared on the customs entry. Two T-shirts declared under one tariff line are €3; a T-shirt plus a collared shirt on two lines are €6. Shipments sent from inside the EU to EU customers pay nothing, and neither do inbound replenishments into an Amazon EU fulfilment centre. The flat rate is transitional — normal tariff rates apply once the EU customs data hub is operational (expected 2028).
A second charge follows: from 1 November 2026 Amazon adds a €2 customs handling fee per item to cross-border FBA shipments, on top of the €3 statutory duty — together €5 per item. Both are added to the customer-facing price and are paid by the buyer, not deducted from your net profit. What they do change is competitiveness: against an EU-local seller the buyer sees your offer €5 dearer, which is why Amazon asks sellers to re-check pricing rules and compares your shelf price (your price + import duty + duty VAT) with locally fulfilled listings. The programmes affected are Remote Fulfilment with FBA, Global Store and Core Export. The duty attaches to each tariff line inside a shipment, not to the shipment itself — so a box holding a phone case, a cable and a T-shirt draws three duty charges, not one.

The reform also shifts legal responsibility: for non-EU distance selling the seller or platform is treated as the importer of record and must file accurate product descriptions, seller/consignee details and customs classification codes. From 1 November 2026, additional product-identification data becomes mandatory.
