Section 321 duty-free treatment has been suspended for all countries since August 29, 2025, and CBP wrote the suspension into regulation on June 24, 2026 (Federal Register 91 FR 37801; postal rules effective July 24, 2026). Entry Type 86 is retired: low-value shipments now clear through informal entry (Type 11, up to $2,500), formal entry (Type 01, above $2,500) or the new Entry Type 13 mail test that began September 22, 2026, and every entry pays duty on the full value. CBP IOR Verification Began Sep 18, 2026 — Inaccurate Records Void Your Importer Number

Under Executive Order 14411 ("Strengthening Customs Enforcement"), CBP started enhanced verification of Importer of Record (IOR) data on CBP Form 5106 on September 18, 2026. From that date CBP may immediately void an IOR number whose information is inaccurate or incomplete — and a voided number cannot be used to enter merchandise into the United States, so the shipment stops at the port until it is reinstated.

  • Physical address must be the importer's own place of business. Registered-agent, customs-broker and freight-forwarder addresses, P.O. boxes and business service centers are not accepted.
  • Email and phone number must belong to the importer itself; a broker or third party may not substitute its own.
  • The customs broker must hold a power of attorney executed directly with the importer, not through an intermediary.
  • Voided numbers are reinstated only on written request to [email protected] (subject line "Enforcing IOR Accuracy"); clearance delays are likely in the meantime.
