The European Fulfillment Network (EFN) is Amazon's cross-border fulfillment solution that lets you store inventory in one European marketplace and fulfill orders across all EU marketplaces from that single location.
EFN at a Glance
Store in: One country (e.g., UK or Germany)
Sell to: All EU marketplaces (UK, DE, FR, IT, ES, NL, PL, etc.)
Fulfill from: Your home warehouse only
Cross-border fee: β¬2-5 per unit on top of domestic fee
Best for: Low-volume sellers testing European markets
2. How EFN Works
Here's the EFN flow:
Ship inventory to one country β e.g., send all stock to Amazon UK
List products on all EU marketplaces β your listings appear on Amazon.de, .fr, .it, .es, etc.
Customer orders from any EU country β e.g., a customer in France buys your product
Amazon ships from UK β inventory ships from your UK warehouse to the French customer
Cross-border fee applies β you pay the domestic fulfillment fee + cross-border premium
Key difference from Pan-EU: With EFN, inventory stays in ONE country. With Pan-EU, Amazon distributes your inventory across multiple countries for local fulfillment (no cross-border fee, but requires VAT registration in each country).
3. EFN Fee Structure
EFN fees consist of three components:
Component 1: Domestic Fulfillment Fee
This is the base fee you'd pay if the order was fulfilled domestically. See our Fulfillment Fees Guide for full rates.
New in 2026: Amazon added a 1.5% fuel and logistics surcharge to EFN fees starting April 17, 2026. A β¬3.00 cross-border fee becomes β¬3.05.
Component 3: Currency Conversion Fee
If you're paid in a different currency than your account's base currency, Amazon charges a currency conversion fee (typically 3-5% of the transaction amount).

Rule of thumb: EFN is cheaper when cross-border fees < VAT registration + accounting costs. The break-even is typically around 50 units/month per country.
5. VAT & Tax Implications
EFN VAT Requirements
UK sellers: VAT registration required in UK (home marketplace)
Cross-border sales: Amazon handles VAT collection and remittance for B2C sales under β¬10,000 threshold (OSS scheme)
Inventory stored in UK: No additional VAT registration needed for EFN
Pan-EU VAT Requirements
Must register for VAT in every country where inventory is stored
Typically: UK, Germany, France, Italy, Spain (5 registrations)
Cost: β¬2,000-5,000/year for VAT registration + accounting
Amazon VAT Services: Can simplify registration (β¬400/country/year)
VAT complexity is the #1 reason sellers choose EFN over Pan-EU. Even though Pan-EU is cheaper per unit, the administrative burden of 5+ VAT registrations deters many small sellers.

8. Frequently Asked Questions
What is Amazon EFN?
Amazon EFN (European Fulfillment Network) lets you store inventory in one European marketplace (e.g., UK or Germany) and fulfill orders across all EU marketplaces from that single location. You pay a cross-border fee on top of the domestic fulfillment fee, but avoid the complexity and cost of storing inventory in multiple countries.
How much does EFN cost compared to Pan-EU?
EFN charges a cross-border premium of β¬2-5 per unit on top of domestic fulfillment fees. Pan-EU eliminates this premium by storing inventory locally in each country, but requires VAT registration in each country. EFN is cheaper for low-volume sellers (<50 units/month to EU), while Pan-EU is cheaper for high-volume sellers.
Do I need VAT registration for EFN?
It depends. For EFN, you typically need VAT registration only in your home marketplace (where inventory is stored). For Pan-EU, you need VAT registration in every country where inventory is stored. Some sellers use Amazon's VAT Calculation Service to simplify this.
